Citizens Internet Net Neutrality Transparency Disclosure
Connectivity Overview
Citizens currently offers a variety of Internet connection types. Dial-up, DSL, Cable Modem and Fiber-Optic. Due to the variety of connections, some of the following categories will list separate information for the different services. Citizens strives to provide value and a quality Internet experience to all of our customers. If you are not sure what type of connection you have, you can call Citizens at 724.423.5777 and provide us with your account number (found at the top of your bill) and we can provide you with that information.
Network Practices
Congestion Management
On Dial-up, DSL, and Fiber-Optic, Citizens currently has no congestion management, the bandwidth used by these services simply does not require it. On Cable Modems, we currently use a limited congestion management system to ensure equal use for all of our customers. These limits are also time based, to help our customers internet experience at peak times. Between 6-11pm, if a modem averages over 256Kbps for 10 or more minutes, the top speed will be reduced to 1.5Mbps for 15 minutes. During all other times, if a modem averages over 384Kbps for 10 minutes, the modem’s top speed will be reduced to 1.5Mbps for 15 minutes.
These Limits will still provide high speed internet for our customers, while allowing additional bandwidth for other customers during periods of high use.
Application-Specific Behavior
Citizens places no port restrictions or rate controls to block or hinder any specific service, other then blocking network access to NetBIOS ports. This is strictly a network security measure and should, in no way, effect any normal internet service usage.
Device Attachment
Citizens places no restrictions or regulations on what Internet connected devices you choose to run.
Security
Citizens offers no inherit security to your overall Internet connection. All of Citizens hosted email service goes through a spam and virus filtering, but it is still recommend that customers run their own security software on their devices for the highest level of possible protection.
Performance Characteristics
Service Description
For anyone wishing to test their own internet speeds, we recommend starting with Citizens speed test, available at http://speedtest.wpa.net. This will show your real network speed when connected back to Citizens. It is impossible for us to control the speeds that are achieved outside of our network, but we do offer enough bandwidth to supply all of our customers. If you feel you are not getting your advertised speed, please contact Citizens with your concerns.
Fiber-Optic:
Customers of Citizens’ Fiber-Optic Internet have the choice of two tiers of service. The higher tier of service, or ‘Residential Broadband’ offers network connectivity at 10Mbps download and 1Mbps upload. Due to network overhead, the customer should see speeds at 9.5Mbps download and 800Kbps upload. The lower, or ‘Lite’ service offers network connectivity at a speed of 512Kbps download and 256Kbps upload. Due to network overhead, the customer should see speeds at 450Kbps download and 200Kbps upload.
Cable Modem:
Customers of Citizens’ Cable Modem service have the choice of two tiers of service. The higher tier of service, or ‘Residential Broadband’ offers network connectivity at 5Mbps download and 256Kbps upload. Due to network overhead, the customer should see speeds at 4.5Mbps download and 200Kbps upload. The lower, or ‘Lite’ service offers network connectivity at a speed of 512Kbps download and 256Kbps upload. Due to network overhead, the customer should see speeds at 450Kbps download and 200Kbps upload.
Impact of Specialized Services
Citizens does not currently, or have plans to offer any additional or specialized services that would effect overall network performance.
Commercial Terms
Pricing
Pricing will vary depending on services and bundles, often times internet costs will be lower then what we list, but the following list will be for unbundled, stand-alone internet service. A $10 discount is automatically applied to any customer who has cable television service through Citizens.
Fiber-Optic:
Residential Broadband – $49.95/month
Lite – $34.95/month
Cable Modem:
Residential Broadband – $49.95/month
Lite – $34.95/month
We currently have bandwidth limits our services, for Fiber-Optic, a 250GB limit is in place. Passing this limit will have no immediate effect on your service, but you may be contacted by Citizens to discuss your bandwidth requirements and options. The same policy exists for Cable Modems, however with a 150GB limit, due to the more limited capacity of our coaxial network.
